7. Conclusion

   7.1. It is easier to say what CT is not than what it is. CT is not a stand-alone service. It is an integral part of the overall mix of transport provision and works best when fully incorporated into the overall transport arrangements for the entire community.

   7.2. Neither is it a service for some parts of that community only. An image of the minibus full of elderly ladies on the way to the day centre is part of the picture, but only part. CT most definitely may have a role in meeting the transport needs of the young, the isolated, the disabled, the poor, the frightened; indeed – anybody.

   7.3. Nor is there a ‘right’ form for a CT scheme to take. It has been argued by a CT minibus operator in South Wales that community car schemes are not ‘true’ CT operations. This is not so; any form of transport which helps meet the transport needs of those excluded from mainstream provision is genuine CT.

   7.4. Thus this study has looked at the brief from the point of view of people with transport difficulties. The recommendations aim to suggest cost effective and practical ways of alleviating those difficulties using any means available.

The study has not started with a preconception of what CT is, and then tried to fit people’s needs to what this preconception of CT can provide.

   7.5. It is to be hoped that the results of this study will be of help to the contractor who undertakes RCT CB Council’s wider CT study, due to be undertaken later this year.

   7.6. In the meantime, some of the recommendations – which include major steps to improve the quality of life for many in the upper Rhondda Fawr – may be implemented straight away with no danger of adverse affects on future recommendations which have County Borough wide scope coming from the larger survey. Indeed, not only would immediate implementation be of great benefit to the communities in the study area, but would provide models and lessons which might well be found to have County Borough wide relevance.
