Conclusion and Further work required in relation to the four buildings  

The four buildings of Parc Hall, Ynyswen Welfare Hall and Abergorki Hall are three buildings in the Community of Treorchy within the Rhondda area which have been built to satisfy the requirements of a past era. Alison House although not as old has been made redundant of its past use.  

Further investment is required for each of these individual buildings to satisfy the requirements of the Treorchy community of 21st Century which would then fulfil the Rhondda Cynon Taff Local Plan Policy reference  OBJ19 objective:-  

to provide a framework for the development of adequate and accessible social and community services in Rhondda to serve all sectors of the community. 

Recommendations for future work  

  • Full Local Authority Searches to be carried out including mining search for each of the buildings

  • Local Authority Highways Officer to visit sites

  • Local Authority Planning Officer to visit sites  

 

Further work needed in relation to Parc Hall  

  • Investigation of land ownership between Parc Hall and Alison House with the possible future development of a pedestrian access landscaped area and parking to be provided  

  • Investigation of increased utilisation of Theatre area on lower ground floor: possibly recording studio use in  addition to drama, singing, educational classes  

  • Investigation of provision of disabled access into Parc Hall and insertion of lifts within the building  

 

Further work in relation to Alison House  

  • Investigation in relation to the siting of an Outdoor Pursuits area on land outside the curtiledge of Alison House.  

  • Investigation in relation to improvement of access from main road.  

  • Investigation into the provision of a multi use sports area within the curtildge of Alison House  

Also: Committees of Alison House/Parc Hall and Ynyswen Welfare Hall to arrange visits to Phoenix Centre, Townhill Swansea, to enable them to understand how to financially facilitate multi-purpose sports pitch areas.  

David Jones, Swansea City Council Sports & Leisure Manager stated during a telephone interview that finance for the erection of two multi-use sports areas in Swansea has come from various sources of funding.  He advised that it was necessary to speak to Rhondda Cynon Taff Officer Ms Sue Haskin Tel:01685 885630 in relation to a similar initiative at Alison House and/or Ynyswen Welfare Hall.

 

Further work in relation to Ynyswen Hall  

  • Investigation into environmental improvements are required for the grounds of Ynyswen Hall  

  • layout of car parking spaces  

  • landscape areas providing seating/tables  

  • provision of play area/ multi use sports area  

  • Investigation into the availability of investment for the improvements of the interior and exterior of building  

  • Investigation into the improvement to the access from the main road to accommodate pedestrian and vehicular traffic, providing visibility splays in both directions. This will also provide more of a focal point for the Hall. Consultation with Highways Engineer from Rhondda Cynon Taff Highways Department is required.

  • The author advises that the report:- Ynyswen Welfare Institute: A Feasibility Study for Renovation, Alteration, Improved Access and Outdoor Activity Space (Community Design Services 1996), be revisited by the Committee.  

 

Re Abergorki Hall

The author recommends that the Committee of Abergorki Hall revisit the report already in existence:-  

Abergorki Hall “Renovation for a Renewed Community Activity Centre” Community Design Service December 1996.

Use Classes Order  

The Use Classes Order is a document which places different uses of a building into classifications.  The current use of the three of the buildings is stated in the main body of this text.  If a use changes from one use to another use within the same classification, there is no need to apply for planning permission.  Some changes can occur from one classification to another without applying for planning permission.  However, planning permission must be applied for in most cases of change of classification.  Please see Use Classes Order in appendices (UCO) for further information on classifications.  

Therefore, if any of the buildings wish to add or change use within their existing Use Classes Order classification there would be no need to apply for planning permission.  However, if a change of use is required, planning permission would have to be applied for.  If any extensions to the buildings are proposed it is advisable to contact the local planning department for advice. The Development Control Officer will need to be involved, perhaps in a site visit, to ascertain the best way forward.If planning applications are made it is often advisable to ask for a site visit from a Local Authority Highways Engineer.  

This report does not provide a condition survey for any of the buildings or give precise measurements. Until any potential future full planning applications are submitted for any proposed developments all comments made are provisional. Only on submission of planning applications to the Local Authority Planning Department can merits of any proposed developments be fully considered.
